Professor Cooper was appointed Attorney General and Reporter for the State of Tennessee by the Tennessee Supreme Court on November 1, 2006. Before his appointment, Professor Cooper served as Legal Counsel to Tennessee Governor Phil Bredesen from 2003 to 2006. Prior to joining state government, Professor Cooper was a member of the law firm of Bass Berry & Sims, where he had a litigation practice, both trial and appellate, including business, constitutional, regulatory, and election law matters.

At Vanderbilt, Professor Cooper teaches Campaign Finance & Elections.
